Most storms commonly spawn in the afternoon to late evening, but could start at any time. 

If the sky is blue and the clouds are white and seem to move faster than normal, there probably won't be a stor but the sky is grayish and the clouds are white-gray and moving slow or not at all, there's a possibility that a storm is on your way.   Some signs might be when there's a dark rolling cloud moving fast, there are thunder and lightning, hear a storm siren or strong rain, a storm is probably here so you better prepare and take the necessary actions.
